The Monumental Building
The ghost of a Civil War soldier, "Sergeant Fair," woke Sidney City Manager Bill Barlow and ordered him to save the Monumental Building. Ohio's oldest Civil War memorial, it was built in 1876 and had fallen into a sorry state of disrepair by 1993, when Barlow arranged for a Community Development Block Grant of $350,000 to repair the roof and renovate what had been an opera house into a city courtroom. Today a ghostly spectator is sometimes spotted in the flying balcony when court is in session.
